The Virgin Islands Casino Control Commission (VICCC) and the Virgin Islands Department of Health (VIDOH) have taken a critical step in addressing gambling addiction in the U.S. Virgin Islands. The two organizations recently signed a memorandum of understanding (MOU) to formalize their partnership in combating problem gambling across the territory.

The MOU outlines a plan to train and certify seven counselors to serve residents across the islands. These professionals will be distributed as follows:
- Three counselors on St. Croix
- Three counselors on St. Thomas
- One counselor on St. John
Each counselor will undergo extensive training covering essential skills such as risk factor assessment, suicide prevention, and addiction treatment strategies. Supervised by board-approved clinical consultants, the training will lead to international certification recognized by the International Gambling Counselor Certification Board.

A Program Funded by Casino Taxes
The initiative is sustainably funded through a 12% tax on casino licensees’ gross earnings, as mandated by Title 32 V.I. Code Section 517. This revenue allocation ensures that resources are available for prevention, treatment, and educational programs focused on gambling addiction.
