The revamped Minnesota Sports Betting Act 2.0 brings forth a comprehensive vision:
- Inclusive Licensing: The bill extends licensing opportunities to all 11 tribal nations within Minnesota, encompassing both retail and online sports betting.
- Taxation Dynamics: Notably, the proposed tax rate stands at 15%, a significant increase from the 10% rate in the 2023 version. The revenue generated will be channeled towards local charities, youth sports programs, and resources dedicated to aiding individuals with gambling addiction.
- Charitable Gaming Reinstated: The bill reintroduces charitable gaming options previously omitted in the 2023 tax bill. These include free plays and bonus games on electronic pull tabs. The financial forecast estimates that Minnesota could potentially generate around $30 million annually. Crucially, half of this revenue will be allocated to addressing problem gambling, while the remaining half will bolster youth athletics.

The bill envisions a strategic alliance between racetracks and tribal nations, a collaboration essential for the operation of retail betting at horse racing tracks or professional sports stadiums across Minnesota.
