Bustinduy, a prominent figure in the newly formed progressive Sumar Party, joins the senior cabinet of President Pedro Sanchez’s government among 22 fresh appointees. His tenure begins at a critical juncture as Spain continues to navigate complex gambling regulation waters.
Under Garzon’s leadership, the Ministry of Consumer Affairs, responsible for gambling policy, implemented substantial changes aimed at safeguarding consumers. Notable actions included the 2020 ban on gambling sponsorships in sports and restrictions on broadcast gambling advertising. The momentum of these reforms continues with the Royal Decree on Responsible Gaming Environments, approved in March, which is set to redefine the gambling regulatory framework further.
This decree introduces rigorous measures for monitoring gambling activities, including a centralized player registry, deposit limit systems, and enhanced scrutiny of players under 25 to identify potential risks. These reforms, slated for implementation by year-end, are currently undergoing consultation by the national regulator, the Dirección General de Ordenación del Juego (DGOJ). Nonetheless, some industry voices have raised concerns about the practicality of the decree’s technical requirements.
