The rules for suspension of gambling licenses in Ukraine are set to undergo reform

As per the proposals put forward by the Ukrainian gambling regulator, the government has agreed to establish fresh certification and inspection protocols.

As part of its 2023 action plan, the Ukrainian government has adopted the proposals made by the country’s gambling regulator, the Commission for the Regulation of Gambling and Lotteries (KRAIL). The planned reforms will involve modifying the procedures for suspending and revoking gambling licenses.

Ukraine’s Council of Ministers has endorsed the action plan, which encompasses over 500 priorities, including various draft laws and resolutions. One of the key proposals is to establish a clear protocol for the suspension of gambling licenses during periods of martial law, as well as the process for reviewing such measures once martial law has ceased.

Under the forthcoming legislation, gambling businesses owned by individuals or entities from aggressor states will be prohibited from operating, and a system will be established for suspending the licenses of businesses that offer their products or services in Ukrainian territory occupied by aggressors.

In addition to the specific changes related to aggressor states and occupied territories, the upcoming reforms will also entail a broader review of the renewal, suspension, and revocation processes for gambling licenses. The government will also introduce new certification and inspection protocols for gaming equipment, as well as measures to address issues related to problem gambling and illegal gambling.

Last December, KRAIL revoked the gaming licenses of three operators – Joker UA, Play Fan Investment, and Alphagime – citing their alleged control by residents of Russia. The decision to cancel the licenses was made after the police and security services provided evidence that the operators had submitted false information in their documentation.

KRAIL had come under fire from lawmakers and the press for its perceived failure to safeguard Ukraine during Russia’s incursion into the country.
