Holland Casino Groningen Construction Starts at Ter Borch, Nine Years After Fire

Holland Casino held the official construction start of the new Holland Casino Groningen on Friday 30 October 2026, with a symbolic act at Businesspark Ter Borch beside the A7 in Tynaarlo, Drenthe.

Employees, construction partners and municipal representatives attended the ceremony, according to the company's release. The venue replaces the Groningen casino that was lost to fire in 2017, nine years before the first works began.

What Holland Casino announced at Ter Borch

The new casino is being built near Groningen, not in the city. Ter Borch sits in the municipality of Tynaarlo in the province of Drenthe, at what local officials describe as the gateway to Groningen. A local report in 2023 noted that the city itself no longer has a Holland Casino.

CEO Petra de Ruiter said in the release: "Today we are together taking an important step towards the future." Tynaarlo mayor Marcel Thijsen spoke about the importance of the project for the wider region and for Businesspark Ter Borch. Holland Casino presents the A7 site as an attraction for the business park.

The company says the design will focus on the environment, sustainability, accessibility and hospitality. It has not published a construction timetable, an opening date, a capacity figure, an investment amount or a contractor name.

From the 2017 fire to the Ter Borch site

When the site was announced in 2023, the Tynaarlo municipal executive had already agreed to it. De Ruiter said at the time that the plan still depended on the Tynaarlo council. The 2026 ceremony shows the project has moved past that stage.

Licence and ownership context

The land-based project sits alongside a separate regulatory track. On 6 August 2026 Holland Casino said the Kansspelautoriteit (KSA), the Dutch gambling regulator, had extended the Holland Casino Online licence by five years from 1 October 2026. Dutch trade press reports that TOTO Online, Kansino, Fair Play Online and Bingoal were also extended to 2031. The licence decision is therefore not tied to the construction start, and the company's release on the ceremony does not link the two.

Holland Casino has spent recent years under political and financial scrutiny.
