IBIA Applauds Brazil’s Landmark Sports Betting Law for Integrity Measures



The International Betting Integrity Association (IBIA) celebrates a pivotal moment in the Brazilian sports betting landscape, following the Brazilian Chamber of Deputies’ adoption of a comprehensive sports betting law. This law establishes a robust regulatory and licensing framework for operators in Brazil, encompassing both sports betting and online casinos, and integrates crucial integrity measures to combat match-fixing associated with sports betting.

IBIA commends the new law’s commitment to regulatory excellence and integrity in the fight against match-fixing.

This landmark law mandates that sports betting operators join an international monitoring body, a crucial provision for establishing effective mechanisms to shield operators, their customers, and the sports themselves from potential fraud and manipulation. Furthermore, the law empowers betting operators to withhold payments on bets for matches under corruption investigation, fortifying the industry against sports betting-related fraud.

Khalid Ali, CEO of IBIA, stated, “This historic moment for sports betting in Brazil marks a significant advance in the battle against match-fixing. We applaud the inclusion of specific betting integrity provisions in the law, which IBIA has actively championed since 2018. IBIA, an operator-run association, operates a comprehensive monitoring and alert network, pooling the resources and expertise of the world’s largest regulated sports betting companies. It oversees about US$150 billion in betting transactions across roughly 650,000 competitive sporting events globally, making it the largest monitor of its kind.

As per H2 Gambling Capital, IBIA members already represent over 60% of Brazil’s remote gambling market. The association’s international monitoring and alert network will provide precise intelligence on suspicious betting activities in Brazilian sports to regulators, law enforcement, and sports governing bodies.

Ali further commented, “The new law is a vital milestone against match-fixing, but we must remain vigilant. IBIA is dedicated to collaborating closely with Brazilian regulatory authorities, sports, and law enforcement to amplify our effectiveness in detecting and countering sports betting-related match-fixing and fraud.”


The opening of markets to licensed sports betting operators is crucial in shielding consumers and the integrity of sporting competitions from match-fixing. Regulated markets divert consumers from unregulated spaces, where most match-fixing and corruption issues occur.

Ali added, “Brazil’s move to embrace licensed sports betting operators sends a strong message to Latin American markets about the necessity of a dynamic, competitive regulated framework with robust integrity provisions to combat match-fixing.”

IBIA welcomes the Brazilian Chamber of Deputies’ decision to avoid excessive gambling taxation while noting the potential impact of the overall tax burden and the substantial licensing fee on investments in Brazil. The association emphasizes the importance of a balanced regulatory and taxation framework to prevent driving consumers towards unregulated markets, thereby reducing tax revenues and increasing corruption risks.
