The United Arab Emirates’ General Commercial Gaming Regulatory Authority (GCGRA) has launched its official website, revealing detailed plans for the future regulation of gaming in the UAE. This significant step will make the UAE the first Arab country to introduce regulated casino gambling, including venues with slot machines and poker tables.

Licensing Overview

The GCGRA will issue licences for a wide range of gaming activities, including:

  • Internet gaming platforms
  • Sports wagering
  • Land-based gaming facilities

Additionally, the regulator will provide licences for gaming-related vendors, key persons, and gaming employees. The licensing process is designed to cover all seven emirates, indicating that gambling may not be restricted to Ras Al Khaimah, Abu Dhabi, and Dubai in the long term.

Responsible Gambling Requirements

The GCGRA has emphasized the importance of responsible gambling. Operators must implement a Socially Responsible Gaming Programme that includes:

  • Player education
  • Responsible marketing
  • Employee training and evaluation plans

Each operator must appoint a designated staff member to oversee this programme. Further, operators are required to offer options for setting daily, weekly, and monthly deposit limits. For online gaming, players can activate cooling-off periods to restrict platform access for at least 72 hours.

The regulatory framework also clarifies that engaging with unlicensed operators is illegal, and severe penalties will be imposed on violators. Players will have tools to self-exclude from gambling and set limits on their gaming activities, reinforcing the GCGRA’s commitment to consumer protection.

Licensing Process

Interested parties must first notify the GCGRA of their intention to apply for a gambling licence by completing the Intake Form on the regulator’s website. Applicants need to specify the type of licence(s) they are seeking and provide basic information for an initial screening. Eligible applicants will then gain access to the GCGRA licensing portal to submit full applications and upload necessary documentation.

Required documentation includes:

  • Business plans
  • Compliance strategies

Applicants must establish a qualifying domestic entity (QDE) in the UAE or partner with a UAE company with substantial business operations. Once approved, licensees will be audited every two years to ensure ongoing compliance.

Regulatory Authority and First Licence

The GCGRA, established last year, regulates lotteries, internet gaming, sports wagering, and land-based gaming. The authority granted its first licence to The Game, marking the establishment of a new UAE national lottery. The launch of the licensing process for other gaming operators suggests that casino licences might be issued soon.

Commitment to Best Practices

Kevin Mullally, CEO of the GCGRA and former executive director of the Missouri Gaming Commission, emphasized the authority’s dedication to global best practices. “The GCGRA is steadfast in its commitment to global best practices in consumer protection and regulatory oversight. Our regulatory framework is designed to ensure the integrity, fairness, and transparency of commercial gaming activities in the UAE,” Mullally stated.

Industry Interest

US casino giants MGM and Wynn Resorts have shown keen interest in the UAE’s regulated casino gambling market. MGM, which already has a business presence in the UAE, has indicated potential applications for casino gaming licences in Dubai or Abu Dhabi.

The unveiling of the GCGRA’s gambling licence requirements and process marks a significant milestone for the UAE’s gaming industry. With a robust regulatory framework focused on responsible gambling and consumer protection, the UAE is set to become a leading destination for regulated gaming in the Arab world. Stay tuned for further developments as the UAE gaming market prepares for a transformative journey.

This comprehensive approach ensures the UAE’s gaming industry aligns with global standards, promising a secure and regulated environment for players and operators alike.
