As of 2024, Curaçao’s online gaming sector has experienced pivotal changes, including the introduction of a Digital Seal for licensed online casino sites. This emblem of authenticity and trustworthiness enables visitors to effortlessly confirm an online casino’s licensing status.


Guided by the Gaming Control Board (GCB) and bolstered by the National Ordinance on Game of Chance (LOK), these changes aim to augment sector safety and elevate Curaçao’s standing as a trusted and accountable online gaming hub.

Seal of Assurance: A Path to Progress

Minister Silvania, upon tabling the LOK bill in parliament, highlighted its transformative potential. “Presenting the LOK to Parliament signifies not merely a formal step, but a stride towards substantial progress in the gaming industry,” he remarked.

Seal Utilization and Regulations

To display the Digital Seal, issued by the GCB, operators must obtain a license and undergo a registration process via the GCB portal. Rigorous rules prevent tampering or obfuscation of the seal.

Aideen Shortt, advisor to Curaçao’s Ministry of Finance, underscored the Digital Seal’s significance, marked by the URL, in reforming Curaçao’s gambling regulations.


Legislative Shifts and Compliance

The pending legislation seeks to restructure the framework of primary license holders and sublicensed operators.

Online casinos must conspicuously and clearly exhibit the seal on their landing pages. Any attempts to modify or conceal the seal are strictly forbidden. Additionally, unregistered entities, even those with sublicenses, cannot display the Digital Seal.

Enforcement and Transparency

The GCB is committed to stringent enforcement against policy violations, ensuring integrity in the sector. This initiative guarantees a seamless transition to a uniform licensing framework, where all licensees operate under equal rights and conditions. The GCB further clarified that an account may hold multiple licenses, and a single beneficial owner (UBO) can manage several accounts.
