Kazakhstan Implements Stricter Gambling Oversight with Player Activity Reports

The Kazakh Parliament has recently ratified changes to the national Tax Code, compelling gambling operators to submit detailed player profiles and activity reports to tax authorities. Under the new regulations, both betting and totalizator operators will be mandated to seamlessly integrate hardware and software from the national tax agency. This integration will facilitate the automatic reporting of vital data, including the size of bets, player losses, and winnings. In addition to this, financial institutions, primarily banks, will play a pivotal role in the oversight process. They will be obligated to furnish transaction data within a 10-day window, encompassing transfers and transaction authorizations involving gambling operators.

Vice Minister Yerzhan Erkinbayev disclosed that these changes include raising the minimum age for participation in gambling from 21 to 25 years. This significant age adjustment is aimed at curbing gambling addiction among the youth and preventing individuals from falling into crippling debt traps.

The Ministry is taking proactive steps to monitor the age of customers in gambling establishments, introducing new administrative duties to ensure strict adherence to the age restriction. Additionally, law enforcement agencies will be tasked with presenting policies on how to address venues that serve underage customers.

Further demonstrating its commitment to responsible gaming, the Ministry is also contemplating measures to restrict access to gambling for individuals with overdue loans or unresolved financial obligations. It is worth noting that, while Kazakhstan lacks a specific national legislative framework for gambling, certain provinces, such as Almaty and Akmola, have been authorized to host state-owned casinos within designated areas.
