This significant step forward aims to establish a legal framework for both in-person and online sports wagering accessible to Oklahomans.

The governor’s proposal is strategically tailored to exclude bets on individual performances of collegiate athletes and officials, adhering to ethical sportsmanship guidelines. While embracing the popular trend, the plan calls for collaboration with the NCAA and athletic bodies to maintain integrity at the college sports level.

In an innovative approach, mobile wagering will be overseen by entities licensed directly by the state, attracting a competitive 20 percent tax rate on revenues. The governor’s plan includes a substantial initial licensing fee set at $500,000, supplemented by a $100,000 annual renewal fee to ensure a commitment to quality and responsible gaming practices.

Conversely, retail wagering operations will experience a slightly lower tax rate of 15 percent, aimed at fostering the growth of physical betting venues. Governor Stitt emphasized his commitment to a responsible and well-structured betting environment, stating, “I promised Oklahomans if we pursued sports betting, we would do it right— and this plan does just that.”
