Rhode Island Governor Takes the Lead: iGaming Bill Signed into Law!

Rhode Island Governor Daniel McKee has officially signed the bill legalizing online casinos in the state. The legislation, known as SB948/HB6348A, was introduced by Senate President Dominick J. Ruggerio and Representative Gregory J. Costantino.

Under the new law, Rhode Island residents aged 21 and above will be able to play table games remotely through their computers or mobile apps, provided they are physically located within the state’s borders. The exclusive rights to operate online casinos have been granted to Bally’s, specifically through its Twin River and Twin River-Tiverton properties, with IGT serving as its vendor.

An amendment was made to the bill, requiring the presence of a live dealer, whose actions will be streamed via simulcast. Ruggerio expressed that this legislation offers added convenience for Rhode Islanders who wish to enjoy the existing table games at Twin River using their mobile devices. He emphasized the importance of maintaining the competitiveness of state facilities in the regional gaming market, which in turn safeguards a significant revenue source that funds vital state programs and investments.

Costantino expressed satisfaction with the amendment that restricts online table games to users aged 21 and above. He also highlighted Bally’s commitment to allocating additional resources for educating young individuals about problem gambling.

The law is set to enable legalized online casino games in Rhode Island starting from January 1, 2024. Regulation of the vertical will be overseen by the State Lottery Division of the Department of Revenue.
