Regulatory Scrutiny Fueled by Audit Office Criticism
This latest compliance campaign comes in the wake of a 2025 report by the Swedish National Audit Office, which identified serious weaknesses in Spelinspektionen’s regulatory efforts.
According to the report, the authority had not adequately followed up on licensees’ activities since the 2019 re-regulation of the Swedish gambling market.
The Riksdag (Swedish Parliament) and the Government had set high expectations for robust, ongoing oversight. The report concluded those expectations had not been met.
In response, Spelinspektionen publicly acknowledged its shortcomings and committed to tightening control over licensed operators.

This intensified review follows a recent ban on three unlicensed operators—EOD Code SRL, Igloo Ventures SRL, and MIBS NV—for illegally targeting Swedish consumers.
