The CCC has expressed serious concerns about IPI’s ability to meet its obligations, both financially and operationally. According to CCC board chair Edward DeLeon Guerrero, if IPI liquidates its assets without holding a valid gaming license, there is no reason to delay the revocation proceedings.

The company owes the Commonwealth of the Northern Mariana Islands (CNMI) over $62 million in license fees, plus an additional $17.6 million in regulatory fees accrued between 2020 and 2023. These unpaid fees have placed IPI in direct violation of its obligations under CNMI’s gaming regulations.

The CCC has been prepared to move forward with revocation proceedings for some time but has been waiting for a full quorum on its board. Guerrero has indicated that once a new member joins the CCC board, the regulator will have the necessary quorum to proceed with the revocation.

The potential sale of IPI’s assets has also caught the attention of the District Court for the Northern Mariana Islands. Chief Judge Ramona V. Manglona has scheduled a status conference for November 20 to address IPI’s motion seeking court approval for the sale. If the CCC resumes revocation proceedings, it could mark the end of IPI’s troubled tenure in the Northern Mariana Islands.
