Curacao GCB Streamlines Portal Authorization for Enhanced Gaming Regulation

The Curacao Gaming Control Board (GCB) has announced key updates to portal authorization rights for gaming operators, following the recent directive from the Minister of Finance. These changes, effective from January 15, 2024, aim to clarify access rights and account responsibilities, enhancing the regulatory framework for the burgeoning online gaming sector.

Defining Licensee and Census Accounts

The GCB is introducing distinct terminologies to differentiate between ‘licensee accounts’ and ‘census accounts’, addressing prevailing misconceptions in the gaming community. A licensee account refers specifically to entities applying for a license under the National Ordinance on Offshore Games of Chance (NOOGH), serving as the primary interface between the license holder and the GCB.

On the other hand, a census account is designated solely for registering domains and licenses, some of which may not be included in a license application. This segregation aims to streamline the registration process and ensure accurate tracking of operational domains used by Curacao operators.

Comprehensive Portal Administration

The role of the authorized representative as the portal administrator is critical, with the responsibility to create user accounts, manage information input, and oversee overall portal administration. This role can be assigned to an internal employee, a third-party with a pre-existing relationship, or a trusted professional like a lawyer or accountant.

The GCB emphasizes that master licensors participating in the census must accurately register sublicensees and associated domains. Failure to comply with these requirements by March 31, 2024, could lead to the cessation of operational support for non-compliant sublicensees.
